The flowers were growing in a layer along the branch of the tree. They were higher than all the leaves. They don't look like any of the native hydrangeas I can find online does that description help?
It's a hydrangea. There are 2-3 species native to North America. Not sure which may occur in your area, though. http://en.wikipedia.org/wiki/Hydrangea
