approximately 25 mm long, 3 mm wide

Habitat:

oak near base. Coweeta in Nantahala NF

Notes:

Xylaria longiana is my best guess based on Mushroom Expert's description. Other option would be Xylaria hypoxylon (https://www.messiah.edu/Oakes/fungi_on_wood/club%20and%20coral/species%…) but the time of year and substrate is wrong.
