Rob, I was taking a closer look at this image. I think this is a Mantid species and not a Mantid Lacewing. The way the raptorial legs are held and the shape of the body say Mantid. It looks like your insect has abdominal cerci, which I don't think Mantid Lacewings have.

That being said, I agree with mark that this looks like a recently moulted insect, but I don't know genus or species for this.
Whatever species it is, it is beautiful!
