The lack of color on the head is a lighting thing - the overexposed photo is washing out the color.
Wow, thanks for all the name suggestions! Is there one that most of you agree upon? That's much better than what we were calling him: Henry! Pretty sure I have another picture of him, but I will have to find it. You can see his wings better in the photo.
Broad-winged can be eliminated by the presence of barring on the primaries/secondaries. Nice to see another member from the CSRA here. Was this bird captive?
This appears to be a species of hawk.
Is this the American kestrel (Falco sparverius) ?
