Hi John, thanks for commenting and suggesting this id, I'm not convinced yet, but looking into it.
This is actually a wasp-mimicking hover fly in the family Syrphidae http://en.wikipedia.org/wiki/Hoverfly Quite a few of these flies look very much like wasps and bees.
