I think this is a psyllid bug (Hemiptera) also called jumping plant lice. I would expect a moth to have more veins in the wings and some wing scales. The sparse wing vein pattern is typical of psyllids. The fluffy body is unusual. http://www.flickr.com/photos/69610519@N08/6509113223
It's so cute! It looks like a cross between a fly and a moth though.
