I certainly agree with Panorpa, but I am not sure if this one really is Mirabilis. Personally I would call this one Panorpa galerita. But I would not bet my ranch on it. If you want to be on the safe side, I would take Panorpa sp. as scientific name. http://bugguide.net/node/view/168773/bgimage
nice spotting, this is a scorpion fly (Mecoptera, male). he is possibly Panorpa mirabilis, anyway please wait arthropod specialist to confirm.
