Hi Daisy. They are near Bactrocera occipitalis, but not 100% matched - http://www.spc.int/pacifly/Species_profiles/B_occipitalis.htm. They also look close to Australia's Bactrocera frauenfeldi (Mango fruit fly), but I could not find a record of this species in the Philippines - http://www.padil.gov.au/pests-and-diseases/Pest/Main/136208. I'm no specialist though :)
nice shot, they are fruit files. Flies are diverse and hard to identified, i can go only a family, please wait the specialists to go to further identification.
