It's very possible, Liam. I'm not familiarized with American birds and assumed there would only occur 2 plovers' species there - how stupid of me! Still, I don't think this bird can be identified with 100% of certainty without any shot in flight or other angle - but I might be wrong. However, the more I look at it, the more I think you are right.
Golden Plover should show more contrast on the cap and a smaller bill.
Based on its long primary projection (the wing tips go considerably beyond its tail), I'll go with Pluvialis dominica. It could be a Pacific Golden Plover (Pluvialis fulva), but without more pictures there's not much more I can say.
