Description:

I believe this is a yellow-sided skimmer. Maybe female? I haven't encountered this type of dragonfly before.

Habitat:

a marshy area of North Point State Park, Maryland

I will have to try again for a better shot (maybe this weekend). I don't have another good one. When I was researching it, I narrowed it down to either a yellow-sided or Needham's.
This dragonfly is a male as indicated by its terminal appendages, possibly an immature Needham's Skimmer (Libellula needhami). Do you have a photo that shows the side of the thorax clearly?
