i think it is a Neotropic Cormorant too. Thanks for the help!
I believe Neotropic Cormorants are smaller than Double-crested Cormorants. Also, they have longer tails than double-crested cormorants.But after more searching, I think that this is a Neotropic Cormorant.
What's the difference between the Neotropic Cormorant and Double-crested Cormorant?
