Description:

These birds kept dancing around this grassy area, then go sit on the sign- then they would be off, swooping and soaring again.

Notes:

Very closely related to the Welcome Swallow but that species is not present in Singapore.

I think I'm going to go with Liam's suggestion- there's been no record of Welcome Swallows in Singapore and the two species are often regarded to be conspecific.
