Type of dragon fly I found while walking. Near a fountain kept flying and touching the water

Two hints: 1) This individual is a member of the Clubtail family of dragonflies (they tend to perch on the ground). It is one of two species that look *very* similar. 2) This specimen is a female; she was laying eggs (oviposition) when she "kept flying and touching the water." Does this help you to ID the dragonfly?
