I see that now. Boy do they look a lot alike.
Black swallowtails have a second row of yellow dots. On the underside (ventral they will have a second row of orange dots. The dark female form of an eastern tiger does not have these extra rows of yellow or orange dots. Dots only below the blue. Hope this helps.
