The abdomen and thorax seem to match C. connexus, although the wing color looks slightly different. Perhaps it is the difference of flash in the BugGuide photo. I would be interested in hearing your opinion and mauna Kunzah's! :-) Lovely photo!
I think this is definitely a snipe fly. It might be C. fasciatus, but the pure black color of the thorax makes me unsure. http://bugguide.net/node/view/692908/bgpage
