Hi mcaul6515, I think it might not be N. fulvia. This dragonfly has fully transparent wings, as compared to N. fulvia, which has red wings, and transparent tips.

Cool photo. I have a photo that is really similar, which may be the same species. My photo was also spotted in Singapore :)
