It's a male Ichneumon wasp probably in the subfamily Poemeniinae. Females would have a long ovipositor (resembles a long stinger), and none of the Ichneumons sting. http://bugguide.net/node/view/338677/bgimage
Wow that's a strange one. Maybe not wasp - such a long abdomen.
