I agree with dandoucette, allium has a bulb and comes up in the spring like a tulip, then the flowers and leaves die off.
No, Chief, I don't think those are the leafs of that dead flower head. The leaves have possibly already dried up and died. I've seen that happen with Allium before, flowers but no leaves.
