This not immature because red eye means it's an adult. The square looking tail means it's a Sharp-shinned and to me it appears to be this size too. http://www.allaboutbirds.org/guide/Sharp-shinned_Hawk/id
Ok, now I'm thinking Coop again because of the eyes... Sorry if someone already posted this link but this is the best I've found for comparing the two: http://static.birds.cornell.edu/pfw/AboutBirdsandFeeding/accipiterIDtable.htm
Hmm...hard to say. I have a male red-tailed hawk that lives near me that has a droopy wing. I've watched him for over a year. He flies well, hunts well and has a mate so it must be an older injury. He thrives quite well despite his injury! Maybe your guy has a similar story.
Oh, here is a link to the Red-Tailed Hawk for comparison: http://www.projectnoah.org/spottings/10572127
Suzzanne, yes! My feeling is that it must be very hungry and was making it's daily rounds at meal time. Otherwise must be trying to make a catch for a hungry fledgling.
