Description:

This pale green low shrub was covered in spiky galls. Or something gall-like. I've never seen this kind before. In the first picture you can see how new ones are beginning to form on the leaf. These could be due to Eriophyid Mites.

Habitat:

Growing along a fence line, semi-urban area, San Cristobal de Las Casas, 2,200 meters.

Thank you ForestDragon, I think you are right. I went through pictures of mite galls and these are similar to many (except for the spikes). Notably though is that massive gall infestations in the 100's like this are typical of mites.
It's possible that these are mite galls. They are very interesting!
