Description:

Big black fly. It has a blue ring in its abdomen. It is sitting in a strange position in photo no. 2.

Habitat:

Arid.

Thank you Lauren Zarate for the ID and links. It was all black but the blue band.
Most Cuterebra species have white patches on the sides of the body. This one does not: http://bugguide.net/node/view/291423 but it appears to be rare
http://www.whatsthatbug.com/2010/11/02/bot-fly-10/ http://www.whatsthatbug.com/2010/08/24/bot-fly-9/ In this second reference, the fly is mostly blue but has that same bright blue band on the abdomen. Do you remember if the fly was blueish in different angles?
This sure looks like a Bot Fly of the Cuterebridae. Cuterebra tenebrous can be all black or black and metallic blue. I don't know about this all black with a blue band though.
