It is indeed a cormorant. There are three species of cormorant found in Oregon and northern California. Brandt's, Double-crested, and Pelagic. I suspect this is a double-crested cormorant. See http://www.dfw.state.or.us/species/birds/pelicans_cormorants.asp for more information.
