Though very similar looking (they are in the same Subgenus), there are some slight differences that are identifiable between this hopper and Graphocephala coccinea (Candy-striped or Red-banded Leafhopper). This one is much paler in color than Graphocephala coccinea. The striping is slightly different as well. Here a link to the Bugguide page for Graphocephala coccinea: http://bugguide.net/node/view/518 Your hopper also has a row of small black marks on the far edge (apex) of the forewings, which is a distinctive feature of Graphocephala versuta (Versute Sharpshooter).
