I think It looks like Hogweed, Heracleum sphondylium or Heracleum mantegazzianum. But there are so many plants with the similar clusters of small white flowers, so I do not dare to do an ID suggestion. Here is a link for you at least :) http://en.wikipedia.org/wiki/Common_Hogweed
