I would not trust anything if I were you :D I think you should do some own research based on the ID suggestion, and see if you are able to find more examples with black wing-tips. The only thing we both know for sure is that it is a beautiful dragonfly on your picture :)

The photo in the link in the comment seems very promising, however the one in the ARKive is a little different on the wing tips. However, this is a lot further than I've come thus far. Can the Flikr link be trusted with the species identification?
