Small white concentric circles on the underside of a pepper leaf. Is it a disease or pest, and if so, how can one treat it?

Interesting thought, though its a very small plant and I'm pretty sure I'd have noticed something like that, but it's always a possibility!
Just a guess, maybe some kind of cocoon or egg sack was attached and once it came out it had a munch? :)
