Picture-winged Fly, female

Small fly with a greenish thorax. Shiny dark abdomen with orange on the lateral aspect (tail end). Elongated ovipositor. Wings clear with black markings. The fly was walking around quickly and moving her wings in a rowing motion (to the point that I had a hard time getting her wings in focus).
