Hi HoneyPie and Welcome to Project Noah! This is a beautiful picture! However, I do agree with J. Thomas. This appears to be a Brahminy Kite. Philippine Eagles look a bit different with a much heavier bill and a brown crest of feathers on the head. You can compare here: http://en.wikipedia.org/wiki/Philippine_Eagle
