After thinking about this again and am thinking this isn't a soldier fly but a Mydas fly, possibly M. clavatus? See http://bugguide.net/node/view/2761/bgpage. I'm trying to change my mind....
This is a wasp-mimicking fly. Notice the fly-like antennae. I suspect it is a soldier fly. You may want to try to narrow the ID starting here: http://bugguide.net/node/view/6994/bgpage
