Don't you have another photo? Where we can see the whole insect, cause it can be either a Water scorpion (Nepidae) or a Giant water bug (Belostomatidae). Or add some extra information like where did you find it or it's size. I think it is a Giant water bug, because they usually leave water at night to fly around in the search for food or mates, And sometimes they are atracted to light.
