Karen, I'd suggest that this is a member of the hangingflies (Bittacidae) not an ichneumon wasp. I find very few hangingflies so think this spotting is even better than finding a ichneumon wasp. Very cool.... See http://bugguide.net/node/view/9232 for a start towards an ID. I've got a hangingfly in a more natural environment doing what they do, hanging around. See http://www.projectnoah.org/spottings/6330290 Fascinating insects! Cool shot. I've never gotten a photo of them with prey...
