Yes, this is a female Ctenophora. I am a little bit sceptic about the species Ornata. I would tend towards Festiva, without being an expert. Please, check yourself: https://diptera.info/forum/viewthread.php?thread_id=84681

Incredible spotting Mauron! A wonderful array of mimicking features. The antennae are little puzzling though. Ctenophora ornata normally has fuzzy antennae. Maybe the picture just doesn't show the fuzziness.
