Description:

I am not really sure what these are. My mom says it's spider mites, but I am unsure. I don't know if this is a fungus. It's white like cotton material wrapped around the potted plant.

Really amazing work with the wrapping of the plant's stalk.

These are "mealybug" scale insects I believe. http://en.wikipedia.org/wiki/Mealybug and http://termirepel.com/blogs/?p=659 Less likely, they are Icerya sp. scale insects. I moved your spotting to Arthropods. :-)
