Mine does not look like a Scarce Chaser either, nor does it have an obvious dorsal keel. There has to be someone out there who knows.
This page http://www.british-dragonflies.org.uk/species/keeled-skimmer gives a short explanations but the photos don't show much. Mine is not a Black-tailed Skimmer but this also mentions a Scarce Chaser.
any idea why it is called keeled?
