It's a pear tree, genus Pyrus ... likely a Bradford pear (Pyrus calleryana cultivar). I think I see a building in the background of your photo, and Bradford pear is often planted in public spaces, around schools, civic buildings, etc. Makes a very small fruit that birds eat, very pungent flower.
