At a glance it looks like a male (no separation between eyes) Soldier fly from family Stratiomyidae. Can't tell any more than that. They do vary quite a bit but retain some common general characteristics like a dorso-ventrally flattened body, wings held flat, etc. http://www.brisbaneinsects.com/brisbane_Tabanoidea/STRATIOMYIDAE.htm
