Beautiful picture! It's a male mosquito. It appears to be a Culicine mosquito, but it's difficult to tell from the picture. Anophelines rest with their abdomen at a 45 degree angle and have dark patches on their wings. This mosquito doesn't have either of those characteristics that I can see from the picture, so it is most likely Culicine (Subfamily Culicinae).
