Just got the latest IOC list and they also have not yet accepted the recommendation to change the Booted Eagle, though they have accepted the Red-rumped Swallow and Stonechat changes.
I found that strange since this change is not that recent, and is supported by all the Committee members. You can check that here (http://www.aerc.eu/DOCS/AERC%20TAC%202011%20recommendations.pdf). Other changes widely accepted also include the red-rumped swallow (Cecropis daurica).
It has not appeared as such on the Clements checklist (v.6.7) yet, I will wait for the new program to be released as this may have more interactive interface with certain checklists. I notice Stonechat has also been changed but this does appear in the latest Clements.
I'd suggest a nomenclature alteration to Aquila pennata (supported by the Association of European Records and Rarities Committees - AERC).
