Black with white/yellow stripe down his back and side marks of the same color. About the size of a quarter in diameter, bigger than two feet long

Habitat:

Off paved path of urban forest nature park in PNW

This looks like one of the garter snakes (Thamnophis sp. http://www.californiaherps.com/noncal/northwest/nwsnakes/nwsnakes.html ). There are about four species in your area. They can be extremely variable in color and pattern: solid, striped, speckled, checkered or a combination of these.
