I think it is Scouring horsetail- Equisetum arvense. E. hyemale doesn't have leaves, it is "naked". Now if it is hollow then it is probably E. telmatea

Does it have a common name? Is it true that it invasive in the pacific northwest? Where does it come from?

I agree with Suzanne, it is definitely in the Genus Equisetum.
