Hymenoptera, mostly black with two thin yellow stripes. Slow-moving.

Habitat:

Someone's yard -- on cow parsnip or possibly Queen Anne's lace.

Not sure about the hornet, but the plant is aegopodium podagraria, aka Bishop's Weed, an edible and medicinal invasive. Exciting? Yes.
