I think they "feel vulnerable"(?). I think there's a "risk to benefit" consideration and its worth the risk of capture for the benefit to continue lunch. They may also be distracted with their mind on another activity (ie not notice you) but I doubt this is true and suspect that they are actually quite aware.

This is a very fine photo Jemma. When insects are busy feeding they sometimes allow us to bring the camera close.
