Some species of tadpole. I don't know which.

It was hard to get a good picture of him, because of the water.

Thanks, I'll have to keep an eye out and see what frogs they turn into
Unfortunately, tadpoles are identified by examining the oral discs inside their mouths. But judging by the size of this tadpole, I would say it is most likely a species of true frog, Lithobates sp.
