Description:
Persistent, low-growing bunchgrass found in late summer and fall. Can grow as tall as 6 feet with dense, fluffy seed heads. Native to the Americas. Very hardy and spreads fast ... in my part of the world, it borders the highways and pops up in scrubby areas. Dense growth.

Original posting: Can't seem to get an ID going ... been revisiting these photos for awhile. Landscape planting at a golf course with a Scottish theme, so could be an import from that area of the world. Waist-high.
