A large hawk

Habitat:

short scrub meadow- abandoned neighborhood

Notes:

It was hunting, perching on the pole for a while then flying off, gliding over the meadow

That was my guess. Sorry the photos are bad. My camera is small and I hadn't put anything up for a while so I jumped at the chance even when the subject was too far away.
Red-tailed Hawk, Buteo jamaicensis calurus, would be my guess, purely off GISS, but these are hard photos to draw an ID from.
