I am guessing that it is a Rosa villosa, but it can also be a Rosa rugosa which has a bit more grey-green colour on the leaves. But the main reason for my ID suggestion is the surface of the petals that seemes to be a bit wrinkeled. The Rugosa species name comes from the Latin rugosus (wrinkled) and refers to the leaves wrinkled surface. Both species has many subspecies due to cultivation.
