Spiraea is a genus of about 80 to 100 species of shrubs in the family Rosaceae. This specimen is a nursery variety called, I think, Magic Carpet included in a landscape planting around a bank. Or something. Spiraea species are food plants for moths and butterflies.

Notes:

According to Wikipedia: Spiraea species are used as food plants by the larvae of some Lepidoptera species including Brown-tail, Emperor Moth, Grey Dagger, Hypercompe indecisa and Setaceous Hebrew Character.
