It was found near several bags that had were attached to my dog kennel, so I bet you are right. It was under an eastern red cedar.
Interesting find! This looks like a male Bagworm moth. It resembles the Evergreen Bagworm, Thyridopteryx ephemeraeformis: http://bugguide.net/node/view/11342
