Description:

<0.5cm larvae, tan humped thorax, segmented abdomen, silk tufts from abdominal tip

Habitat:

plant stem in garden of Buddleia, Boneset and JoePyeWeed

Species ID Suggestions

Looks like a Treehopper nymph. Possibly Telamona sp. but you'd have to submit it to Bug Guide for a positive ID on it. I'm no expert, just a fan :) Would love to have it added to The Hoppers mission!
