Probably belonging to the psychodid tribe Paramormiini

It looks quite stunning. I know many of these are quite dull. Flies (Di=two and pteros=wing) have only two wings like yours does and it is a true fly. Moths have four wings and tapered or feathered antennae but these wings and antennae are very typical of moth flies. You will read that several subfamilies exist with habitats more diverse than drains. I believe you have found one of the more spectacular ones.
Thanks a lot martinl, but this one was found in a park. I have seen the one on the link in my bathroom. They are darker color just like in the link but this one had the golden color.
